Show Me the Money: Allocations of $42.5 Million to Solid-State Lighting

On June 29, 2009, the Department of Energy (”DOE”) issued three Funding Opportunity Announcements (”FOAs”) to deploy over $41.5 million from the American Recovery and Reinvestment Act to be used to fund solid-state lighting1 (”SSL”) product development, manufacturing, and innovation. These funds are being deployed through three FOAs. The first FOA provides $11.5 million to support research in the SSL Product Development Program. The second FOA provides $22 million to support applied research in the SSL U.S. Manufacturing Program. The third FOA provides approximately $8 million to support applied research in the Lighting Research and Development Program.

On June 23, 2009, the U.S. Department of Energy (”DOE”) issued a Funding Opportunity Announcement (”FOA”) called “Recovery Act: Large Wind Turbine Drivetrain Testing Facility.” This FOA is for the design and construction of a large dynamometer facility (a dynamometer is a device used to test a motor or engine for efficiency and torque) for testing 5 to 15 MW-rated drivetrains (the components that transmit the flow of power from the engine to the wheels).

On May 27, 2009, President Obama announced that the Department of Energy (”DOE”) is to provide $117.6 million to support the widespread commercialization of clean solar technologies and to scale up U.S. solar manufacturing and production. The funds are intended to promote partnerships between DOE’s national laboratories, universities, local government, and the private sector to promote and improve the U.S. solar industry. The DOE issued two funding opportunity announcements (”FOA”) for high-penetration solar deployment and market transformation and one program announcement related to concentrated solar power research and foundational photovoltaics.
