Siemens & Winergy Open Wind Turbine Manufacturing Plant
Winergy Drive Systems Corp. and Siemens Drive Technologies officially opened a second wind turbine production facility plant in Elgin, Illnois last week. The new plant, representing an investment of more than US $20 million, will create approximately 300 new jobs in production and 55 new office jobs over the next three to four years, more than double the current number of employees in Elgin.

Indianapolis Power & Light Proposes Modest Midwestern Feed-in Tariff Program
Indianapolis Power & Light (IPL), an electric utility that provides retail electric service to 470,000 residential, commercial and industrial customers in and around Indianapolis, Indiana, proposed a pilot feed-in tariff program in a regulatory filing earlier this year.

Signs of Impact
On July 9, the U.S. Treasury Department and U.S. Department of Energy released the guidance for how wind farm developers can access cash grants in lieu of the investment tax credit. The grants, which were part of the American Reinvestment and Recovery Act (ARRA, also known as the stimulus bill), are expected to help get wind projects built while capital markets remain difficult. The program began accepting applications at the end of July.
